Fix Driver Setup Error 126

Error 126 means that a driver or setup DLL, or one of its dependencies, could not be loaded. Retain the complete Windows message, including the DLL path. Check that the matching 32-bit package is installed and that the DSN points to its actual dhsodbc.dll.

The 5.5.1 DSN-creation action completed on this test computer, which already had Microsoft's legacy CTL3D32 installed from the earlier cookbook tests. That does not establish the behavior of a clean Windows installation without that file. If the error identifies a missing CTL3D32 dependency, see the documented Microsoft-file repair. Check the dependency first; an error number alone does not identify it.
