Supply the APPX libtar Dependency

The 5.5.4 engine requires a 32-bit libtar.so.1 on native Rocky 9 or inside its compatibility userspace. Use the preceding i686 build recipe. An x86_64 libtar package cannot satisfy this engine dependency.
