_This subroutine populates the --- ENCODINGS memory file with a list of all known encodings. Added in 6.0._

---++ Description:

This subroutine populates the --- ENCODINGS memory file with a list of all known encodings. It does not require any parameters. You can then read --- ENCODING by ENCODING NAME to validate an encoding.

The --- ENCODING file is MEMORY/DETACHED, so once it has been set it will remain until the next detached invocation.
