The ** (Comment) statement is identical to the * (Comment) statement except that, when the ILF routine is listed (using the print technical documentation option in Application Design), a top-of-page is generated before the comment is listed.

You can include ** (comment) statements anywhere in an ILF routine, including the beginning or end.
The “**” (asterisks) must be in the first two positions of the keyword area.
Comments are ignored during execution.
Notice that the second comment line has only one “*”; if it had two, each of the comments would print at the top of a new page.
