Unicode Text Printing

Text printing now generates UTF-8 report files.

Overview

Text output files are now encoded using UTF-8.

Test Plan:

Bugs:

1. Reports do not display. The titlebar has the correct number of pages, but the first page says "No lines output" (or whatever the default message is). Paging forward displays 'Page is Blank or Beyond end of report"
