DEFINE/UNDEFINE Statement

Overview

DEFINE and UNDEFINE should allow National and Unicode fields to be defined and undefined.

Test Plan

1. DEFINE/UNDEFINE a National Field
2. DEFINE/UNDEFINE a Unicode Field

Bugs

1. National Field accepts Unicode Characters but then converts them to something else when the field is redisplayed.
2. Raw Field accepts Unicode Characters but then converts them to something else when the field is redisplayed.
